YES SRY OH GP IS STABILISED BY RESONANCE AND THE NEGATIVE CHARGE ON THE MOLECULE WILL SPREAD THROUGHOUT THE MOLECULE,SO PHENOL CAN BE NITRATED WITH THE NITRATING MIXTURE.

rahul's statement is correct

It does give picric acid (when heated mildly).
It can be nitrated by using only HNO3 . As in phenol, the H is acidic. Further the phenoxide ion thus formed is more ERG than the -OH group.

OH is a highly activating group,hence nitration is possible only with dil. HNO3.
