is it only the +I effect of 2 methyl groups on nitrogen that makes N,N- dimethylpicramide more basic than picramide....???? Or some other effect also???

Due to steric effect -NMe₂ goes out of the plane..therefore steric inhibition of resonance occurs..therefore + R effect wont occur,,therefore e^- is much more available for donation..therefore making it much more basic.
