I don't believe it. actually the point is stabilisation of -NH2+ in each case and if u see here resonance destabilises the carbocation in each case...
so my ans is d) where delocalisation is min. (as = [double bond] electron is less mobile than lone pair ) so there is min resonance and min destabilisation.

hey sky...whn v consider aq medium, v mostly take in2 account H bonding and solvation of NH2+ ion...in each ot these cases, the type of substituent attached to NH2 mainly affects bcoz of the steric structure....
no in this case, i think all v got to do is evaluate electron density on N of NH2, as all are almost same whn it comes to steric effects....
