Ya the statement is true...most of the things in chem are temperature dependent..the pH of water is 7 when the pH scale is defined at 298K...if the temperature increases pH scale contracts and if it decreases pH scale expands..ie the pH of water at 0 C will be greater than 7 ..
H2O = H+ + OH- ...
this reaction is forward shifted if temp is increased..
Ionic product of water Kw increases with increase in temp. therefore concentration of [H+] ions increases with temp. as pH = log 1[H+] therefore pH must decrease with rise in temp.
It is interesting to note that the pH value of boiling water is 6.5625., although it is neutral.
