It doesn't depend on only ionic character it is only a tool..
it is the cumulative effect of hydration, lattice, and solvation energy....
as far as i know If hydration+solvation > lattice then sloluble...

LiCl is more soluble than KCl. because more will be the polarising action more the ion have the tendency to attract the partially charged oxygen atom in the water molecule
